This is the provisional version of the investigation report .  We issue this for cases about which we plan to lay a full investigation report before the Scottish Parliament.

We send it to the person who has complained to us and to the organisation being complained about.  Both are invited to check and comment on how their evidence has been used in the report before we publish the final version.
