The final report

We publish the final report after receiving comments on the draft.  Although we ask the parties involved to comment on how their evidence has been used, it's for us to decide what is said in the final report.  

Unless there are exceptional circumstances, none of the people involved will be named in the report.  The person who has complained is never named.

The report is a public document.   We send it to the person who made the complaint, the organisation involved, Scottish Ministers and the Scottish Parliament.  Once we have done this we cannot change the report.
