Example

Ms C applied for a community care grant for a hall carpet. She explained that she had a hall carpet previously, however it was in poor condition and a trip hazard, so she had it removed. Ms C advised she is registered blind, suffers from asthma and has three children and she is concerned they may suffer falls without a carpet in the hallway.

The council declined Ms C’s application on the basis that a carpet was low priority. Ms C submitted a first tier review providing further information about the need for a hall carpet and also provided photos. The council considered this information but did not change their decision. However the first tier decision maker noted that the reason for refusal was due to the applicant not meeting qualifying conditions for a grant.

We received the council’s file but did not change their decision. Whilst we recognised that a hallway carpet would be beneficial, we assessed that Ms C did not meet any of the qualifying conditions for a grant. We provided feedback to the council about their decision letters and decision making notes as did not consider they were in line with SWF guidance.
