Vacancy: Independent National Whistleblowing Officer Complaints Reviewer

Contract Type: Permanent, Full time (35 hours per week) 9am-5pm Monday-Friday 

Location: Edinburgh 

Salary scale: Band 4 (£46,272 – £62,710)

About the SPSO 

The Scottish Public Services Ombudsman (SPSO) is Scotland’s independent and final stage for complaints about most public services, including the NHS, councils, housing associations, prisons, universities and the Scottish Government. We operate under the Scottish Public Services Ombudsman Act 2002. Providing independent, impartial investigation and oversight for complaints to help ensure public services are fair, transparent and continually improving.

About the Independent National Whistleblowing Officer

The Independent National Whistleblowing Officer (INWO) is a statutory function delivered by the SPSO. The INWO is the final stage for NHS whistleblowing concerns in Scotland, providing an independent review service. We investigate whether whistleblowing concerns were handled appropriately, and in line with the National Whistleblowing Standards (the Standards), and we share learning to help strengthen Scotland’s speak up culture. 

The INWO also sets and monitors the Standards, which provide a single, consistent procedure for how NHS organisations must handle whistleblowing concerns. 

The role

We are recruiting for a Complaints Reviewer to investigate whistleblowing concerns about NHS services. You will manage a caseload, analyse evidence, make clear and fair decisions, and write high quality reports in plain English. An essential part of the role is progressing cases proactively and meeting required timescales and KPIs, ensuring investigations are both timely and robust. 

You will also give advice on the whistleblowing process to individuals raising concerns and communicate effectively with NHS Boards and stakeholders at all levels. Some cases will be sensitive, high risk or high profile, requiring professionalism, judgement and discretion.
